The same people get scheduled onto several projects at once, and it's usually only once someone is overworked that it becomes clear nobody was keeping count.
Migreat! from Promigion sets availability against demand, per person and per team, so it shows up earlier.
What gets recorded
Every person has a profile: hours per week, and what percentage of that is available for project work. Leave and public holidays count on top of that — recorded absence and public holidays reduce the available hours for the period they fall in.
A line manager sees and manages this for their own people; a resource manager sees it across the whole organisation.
What happens when someone is over-scheduled
Over-allocation is made visible, not blocked — the system won't refuse a plan. Optionally, a daily notification goes out to the person and their resource manager once someone goes over the line.
What this isn't
No skills matching: the system knows how many hours exist, not who can do what kind of work.
